Oxfam IBIS is looking for an experienced monitoring, evaluation, accountability and learning – MEAL – specialist ready to contribute to ongoing MEAL work and develop further our MEAL framework.
As part of the Oxfam Confederation, we are consistently working to strengthen and align our MEAL procedures and systems to Oxfam’s common approaches.
Oxfam IBIS is working for a just world in which all people have equal access to education, influence and resources. Together with our partners, Oxfam IBIS combats global inequality and poverty. We strengthen individual and collective rights and opportunities to take part in society by ensuring access to knowledge and good education. We support democratic development that promotes rights and popular participation in policy decisions to benefit the poor and oppressed groups. To achieve this, we work through four thematic areas; Transformative Education for Active Citizenship, Economic Justice and Inclusive Democracies, Inclusive Peace building and Humanitarian Response and Education in Emergencies.
The position is based in the Programme Quality, Innovation and Funding Team. The Team consists of six colleagues and is a part of the International Programme Department. The position will formally report to the International Programme Director, but Team colleagues will provide the daily support and guidance.
Key tasks and responsibilities
The specific roles and responsibilities of this position will be formed according to the profile of the selected candidate.
Qualifications
The successful candidate should have the following qualifications, experience, skills and personal attributes:
Travels: Travels to Oxfam Country Offices to support, monitor and evaluate the use of systems and standards are expected.

Key tasks and responsibilities
- Continuous management and development/adjustment of Oxfam IBIS MEAL procedures and system
- Production and coordination of overall MEAL plans, guidelines, and reporting frameworks.
- Assist programme staff of thematic teams and public engagement in developing and quality assuring theories of change, log frames, results frameworks and reporting.
- Provide technical assistance to strengthen the capacity of implementing MEAL at Oxfam IBIS and Oxfam Country Offices
- Quality assurance of donor reporting
- Coordination of reviews and evaluations of programmes and thematic areas
- Facilitate learning processes at Oxfam IBIS
The specific roles and responsibilities of this position will be formed according to the profile of the selected candidate.
Qualifications
The successful candidate should have the following qualifications, experience, skills and personal attributes:
- A relevant Master’s Degree
- Relevant experience from a MEAL position
- Experience from setting up MEAL procedures and systems
- Experience working with developing and quality assuring theories of change, log frames, results frameworks, indicators, baselines and targets
- Experience in writing programme and donor reports (maybe not so important)
- Strong interpersonal, communication, and facilitation skills
- Excellent oral and written English skills. Language skills in Danish, French and/or Spanish are an advantage.
