ActionAid Denmark is looking for a lead responsible for the monitoring and evaluation of our humanitarian programmes, ensuring delivery of results and capture of programme learning to feed into the ongoing development of our activities.

The Humanitarian Programmes


ActionAid Denmark is a strategic humanitarian partner of Danida and runs programmes in Jordan, Lebanon and Palestine and expanding in Africa and Asia as well. We focus especially on shifting power to women and young people and their organisations and we employ approaches from both the development, humanitarian, and peace toolboxes.

Your primary tasks


The Humanitarian MEL Lead will have tasks related to all existing and future programmes that are taking place in crises affected contexts. The Humanitarian MEL Lead will be responsible for supporting the development of effective monitoring and evaluation of the existing programmes, ensuring learning is captured throughout and feeding into the ongoing development the programmes.

As the Humanitarian MEL lead, you will develop results frameworks and lead MEL activities and reporting across all levels of programmes in crises-affected contexts including but not limited to:

  • Support the processes of developing theories of change and result frameworks for programmes in crises-affected contexts,
  • Provide technical leadership to ensure humanitarian/nexus programmes have strong Monitoring, Evaluation and Learning (MEL) and is able to measure progress against indicators in line with Results Framework and donor requirements,
  • Lead on implementation of the MEL framework for programmes, in collaboration with colleagues and partners. This includes ensuring a common understanding of indicators, counting methodologies, risk assessment and mitigation and reporting quality,
  • Ensure that target groups, women and young people, and particularly groups with specific needs, and crosscutting priorities, such as shifting power to local organisations, are integrated in the MEL framework and monitored throughout project periods,
  • Lead on development, implementation and ongoing review of MEL processes, systems, guidance and tools across the programme as per agreed priorities, including contributing to finding new ways of capturing changes in the lives of rights holders in protracted crises and contexts where short term and longer term programmes aims to have an effect,
  • Ensure all monitoring, evaluation and research activities are conducted in line with agreed principles, and consistently promote women’s rights and accountability to rights holders in accordance with Core Humanitarian Standards,
  • Quality assure and give feedback on M&E data and reporting submitted by colleagues,
  • Support learning processes, set up systems to capture learning, and provide input for adaptive programming,
  • Facilitate M&E trainings when relevant and take part in key meetings, workshops and training courses,
  • Assist in the production of reporting templates and guidance and ensure that guidance is disseminated and readily available,
  • Lead on reporting to donors for relevant humanitarian programmes
  • Support the systematization of programme learning coming out of Outcome Harvesting and other result gathering methodologies,

The humanitarian MEL Lead reports to the Humanitarian Policy and Programme Manager under the leadership of the Team Lead of the International Policy and Programme team (IPP). The Humanitarian MEL Lead will work closely with the PME coordination placed in IPP, AADK’s Programme Managers, as well as programme and MEL colleagues in partner countries and in the AA federation, to ensure effective MEL for programmes.

Profile requirements:


  • A university degree in the fields of Social Science, Health, Development Studies, Human Rights, Governance or other relevant areas.
  • At least 5 years of work experience in designing, monitoring, evaluation and learning systems, tools and processes is required
  • Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing.
  • Strong communication and negotiation skills, with excellent written and spoken English a requirement, Arabic an advantage
  • Strong relationship-building skills to work well with and influence diverse stakeholders in a multi-cultural environment.
  • Proven ICT skills and use of database software.

It is an advantage if you have:


  • Experience in a similar role with focus on humanitarian response or within a regional or international organization.
  • Experience in working effectively with local partners from civil society in humanitarian contexts, including experience from the Arab region.
  • Adept in monitoring complex programmes/projects with a wide geographical scope requiring virtual collaboration.
  • A combination of creative and strategic when thinking around fundraising opportunities and new development proposals.
  • An excellent problem-solver and resourceful in understanding and synthesizing diverging points of view and resolve conflicts without escalation.
  • Energetic, enthusiastic, and interested in learning within a political, changing, and diverse work environment.
  • Experienced in working with Outcome Harvesting, Outcome Mapping or similar participatory methods for learning
  • Knowledge of advocacy an advantage.

Interviews are expected to be conducted in the 2nd week of November, with a possible second interview in the following week. The interviews will be arranged around a technical assignment. All offers of employment will be subject to satisfactory references and may be subject to appropriate screening checks, which can include criminal records and terrorism finance checks.

Start date: January 1st, 2021 or soonest possible.

Location: Copenhagen, Denmark. There may be a need to start the assignment online, if COVID-19 travel restrictions are limiting the deployment.
