Who are we?

Diaspora Emergency Action and Coordination - DEMAC is a global initiative aiming to enhance coordination among diaspora organizations involved in humanitarian assistance, and across diaspora organizations and institutional humanitarian actors. Further, DEMAC seeks to increase engagement and visibility for diaspora organizations in the humanitarian system. DEMAC contributes to a deeper understanding of diasporas as humanitarian actors and thus adds to transforming the humanitarian ecosystem.

The term diaspora refers to migrants, refugees, and their descendants living outside their country of birth or ancestry yet still maintaining meaningful emotional and material ties to that country. In humanitarian emergencies and fragile situations, many diasporas seek to contribute to improving situations on the ground and assist people in need in their country of origin. With their close links and networks in country of origin as well as abroad, diasporas are able to establish and sustain development initiatives, and to mobilize quickly in a humanitarian crisis. They have access to affected communities, know how to deliver critical resources in areas that are difficult to access and most importantly, they often enjoy the trust of these communities because they have been engaged with them long before the onset of crisis, and will continue to be engaged after a crisis has subsided.

Working with diaspora organizations/communities will allow for opportunities to innovate and to increase engagement with affected communities. This will contribute to a better response towards meeting the needs of people in crisis. It is an opportunity to work differently to not just respond to needs during crises, but also to work on the root causes of crisis, to improve preparedness for and resilience to potential future shocks, and to bridge the divide between humanitarian life-saving and longer-term durable developmental solutions.

About the job

The main role of the DEMAC emergency response officer for Ukraine is to (in collaboration with DEMAC Coordinators and DEMAC liaison officer in Ukraine) support Ukrainian Diaspora Organizations (DOs) humanitarian response in Ukraine. This include supporting intra-diaspora coordination, supporting coordination between DOs and the clusters, supporting DOs in building partnerships with national NGOs, and INGOs and ensure reliable and smooth information sharing between Institutional Humanitarian actors and diaspora organizations for better coordination and humanitarian interventions. The interventions will focus on Ukraine response, in close coordination with the DEMAC liaison officer in country.

The DEMAC emergency response officer for Ukraine will play a critical role in supporting Diaspora Organizations’ humanitarian response in Ukraine and in building relations between the humanitarian system and diaspora organizations/communities to allow for more effective humanitarian response.

The DEMAC emergency response officer role is a new role that will evolve during the project based on Ukraine’s rapidly evolving context, the Ukrainian diaspora organizations’ evolving needs and the DEMAC coordinators strategic directions.

The main task will include (but will not be limited to):

  1. Support Diaspora Organization’s humanitarian efforts by organizing weekly DEMAC coordination meetings to update DOs on the humanitarian needs, activities in country and recommendations on how to be engaged in an effective manner. The tasks will include:

    1. Setting up the weekly call with diaspora organizations representatives

    2. Drafting the agenda together with the DEMAC liaison officer

    3. Reaching out to relevant stakeholders (Clusters, INGOs, NNGOs) to present during the weekly coordination meeting

    4. Distributing the agenda to participants

    5. Taking the minutes of the meeting and distributing them to the participants.


  2. Provide tailored assistance to Diaspora Organizations to help them engage with local actors and in-country institutional humanitarian actors. The tasks will include:

    1. Identifying and mapping relevant local actors for Diaspora organizations (National NGOs with relevant access in Ukraine, reliable logistics actors/companies and other stakeholders).

    2. Conducting a due diligence/vetting process with local NGOs

    3. Other tailored support to Diaspora Organizations


  3. Attend relevant cluster, NGO forum, and other relevant coordination body meetings (ICWG, HCT) in consultation with the DEMAC liaison officer. In these meeting, collect relevant information to be shared with DOs and promote collaborations with diaspora organisations/communities in humanitarian interventions.

  4. Track activities related to diaspora engagement and initiatives in humanitarian response.

    1. Update DEMAC 5W based on information provided by Diaspora Organizations

    2. Reach out to Diaspora Organizations to collect updates on their ongoing activities and needs.


  5. Make appropriate recommendations to management and programme coordinators in the humanitarian system on enhancing coordination strategies.


About you

To be successful in this role, you excel in communicating, mobilizing and working with a broad range of actors.

Moreover, we also expect the following:

  • Relevant experience in humanitarian coordination or in civil society engagement

  • Relevant experience in project management

  • University degree or higher education - preferably in social sciences, development studies, humanitarian studies

  • Full proficiency in written and spoken English.

  • Independence in spoken Ukrainian (ability to write Ukrainian an advantage)

  • Solid experience in participatory approaches and facilitation skills (events/meetings/trainings)

  • Excellent communication and inter-personal skills

  • Strong organization and multitasking skills

  • Cultural and gender sensitivity

  • Strong interest with matters relating to humanitarian response, diaspora, forced displacement and humanitarian work


  • Proactive, results driven and perseverant.

We offer

Contract length: 6 months

Workplace: Borgergade 10, Copenhagen, Denmark

Start date: ASAP

The position is temporary, subject to donor funding.

Salary and conditions will be in accordance with the agreement between DRC and AC. The position is at “fuldmægtig” level. This is a national position for which local terms and conditions apply.

Please note that you need to have the right to work in Denmark (through nationality or existing work visa) in order to be considered for this role.
