DanChurchAid (DCA) invites applications for a Cash For Food Coordinator (CFFC) for its Syria programme. This is a non-family position, based in North East Syria.

The CFF Coordinator will be responsible for leading the implementation of DCA Food Security (specifically cash for food) activities in North East Syria in close collaboration with the Head of Programmes and Emergency Response / Early Recovery Programme Coordinator.

You will work in a potentially hostile and arduous environment. You will therefore need to demonstrate a positive and self-motivated attitude. Conditions in Syria require a cool head, an ability to multi-task and work under tight deadlines, a great deal of flexibility and a good sense of humour. The main duties relating to this position are as follows:

Project Management
The CFF Coordinator will be responsible for the management of all food security activities and will be expected to work alongside support staff to:
  • Administer, develop and implement work plans and oversee the provision of deliverables to donors and DCA HQ in a timely and accurate manner.
  • Provide of technical oversight to targeting, identification, registration, and monitoring of beneficiary lists to prevent overlap with other humanitarian programmes in the intervention zone.
  • Ensure that efficient systems are in place to support all aspects of project implementation including financial and grant management, project monitoring and evaluation in compliance with donor regulations.
  • Track and follow up with activity processes and ensure the timely achievement of project outputs.
  • Ensure monitoring and evaluation activities are conducted across the programme activities and ensuring baseline/milestone/impact data is collected and analysed for donor and internal reports.

Staff Management
The CFF Coordinator will be based in NES will directly line manage food security field teams across two offices. This management will include the following responsibilities:
  • Supervise cash for food project teams through conducting regular performance evaluations, building staff capacity, and providing management support to staff as needed.
  • Ensure staff are aware of, understand, and adhere to DCA policies and procedures and code of conduct as well as Core Humanitarian Standard commitments and Humanitarian Principles.
  • Promote accountability, communicating expectations and providing constructive feedback.
  • Lead timely recruitment, orientation, and training of new staff as needed.
  • Ensure all administrative procedures are followed, ensure logistics/administrative staff provides sufficient and timely support to programmes and programmatic staff, and that data collection processes are standardised and applied by all field staff.

Strategy & Proposal Development
  • Provide technical contributions to proposals and strategic planning with a focus on food security activities.
  • Lead the development of food security SOPs, monitoring tools, and data collection forms / plans.
  • Represent DCA within the Food Security working group, leading coordination efforts with other humanitarian actors in food security related activities, including contributions to 4ws and needs mapping.
  • Any other duties, as requested by CD.

Additional responsibilities include:
  • Contribute to culture of excellence, continuous improvement and performance optimisation across all projects;
  • Work in accordance with DCA values and humanitarian principles;
  • Maintain effective working relationship with other members of the programme;
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.


Applicants must have the following qualifications and experience:
  • Previous experience in implementing food security (specifically cash and voucher) activities in an emergency context;
  • Experience in team management is essential, with experience in remote management of added value;
  • Experience of M&E and beneficiary accountability systems;
  • Education: MA / MSc level (or equivalent field experience) in Agriculture, Rural Development, Development Studies and other relevant qualifications;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • Ability to maintain flexibility in an environment where change or revision to contexts, projects and planning is regular;
  • Ability to fit well within a small team;
  • A working knowledge of log frames and developing indicators;
  • Working experience or a developed knowledge of working in Middle East desirable;
  • Experience with mobile data collection and data analysis.
  • Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
  • Fluency in written and spoken English is essential. Knowledge of Arabic would be highly advantageous.
