DanChurchAid (DCA) invites applications for a Humanitarian Mine Action Operations Manager (HMA OM) for its Syria programme. This is a non-family position, based in North East Syria.

As the HMA OM, you will report directly to the Country Director (CD) and assist with preparing a plan for the restart of survey and clearance activities. This will include ensuring that lessons learnt from previous operations in the area are recorded and consolidated, contextual changes are assessed, and an appropriate Concept of Operations is prepared.

Main technical tasks and responsibilities include:
  • Review previous survey and clearance operations in the area, identify and record lessons learnt and suggest ways forward.
  • Review existing SOPs and draft/develop new ones, as required.
  • Review the current context, including access, medical and security considerations, and provide CD with advice on operational planning.
  • Prepare feasibility assessment, including the establishment of a dynamic risk assessment.
  • Prepare Concept of Operations.
  • Prepare detailed work plan plan for the restart of survey and clearance activities, including needs and requirements related to finance, procurement, logistics, security, and human resources.
  • Provide the CD with technical inputs for donor updates.
  • Work closely with the Risk Education (RE) department, particularly in relation to Community Liaison (CL) and Non-Technical Survey (NTS).
  • Prepare documentation related to the restart of survey and clearance activities including recruitment of staff, import of equipment, and obtaining relevant permissions.
  • Prepare all necessary forms for data collection and reporting, using IMSMA templates as and when appropriate.
  • Coordinate with other Mine Action operators in the area.
  • Ensure strong and positive link between Risk Education, Survey and Clearance activities, with collaboration also with non-HMA departments within the programme.
  • Provide technical input to all HMA related donor proposals and reports.
  • Stay informed and current on new techniques, methodologies, manuals and devices relating to HMA.
  • Any other duties, as requested by the CD.

  • Being a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

We are looking for the following qualifications:
  • IMAS level 3+ qualification is required (NATO standard or IMAS equivalent) with certificates from organisations that can demonstrate compliance with those standards;
  • Minimum 3 years international experience in Humanitarian Mine Action working for an NGO is essential with proven experience of programme start up including Risk Education, Survey and Clearance components.
  • Regional experience working in the field of IEDD.
  • The successful applicant will need to show currency of competence in the areas of knowledge and experience of EOD/ERW/IEDD clearance methodologies.
  • Experience of drafting SOPs and/or incorporating best practice into SOPs.
  • Knowledge of and experience in IMAS, IMSMA, Non-Technical Survey, Community Liaison and Risk Education is essential.
  • Computer literacy essential including proficiency in excel, word, power point, mapping tools etc.
  • Fluency in English is a must and a working knowledge of Arabic is an advantage.
  • Ability to fit well within a small yet diverse team.
