Background
Education Out Loud (EOL) is the world’s largest fund in support of civil society advocacy and accountability. Funded by Global Partnership for Education (GPE, www.globalpartnership.org). EOL offers three funding windows (operational components)

The role as EOL grant agent covers the 2019-24 period. A Global Management Unit (GMU) is based at Oxfam IBIS offices in Copenhagen, Denmark with four Regional Management Units (RMUs) located with Oxfam offices in Ghana, Mexico, Nepal and Uganda respectively. Altogether EOL comprises of 28 positions with six full time colleagues and a student assistant based in Denmark. In addition, GMU is also the base for an internal auditor working on EOL and across the entire Oxfam IBIS portfolio.
What we are looking for
We are looking for a candidate with experience and professional qualifications from one or more of the following fields: civil society, education policy, campaigning and advocacy, and grant management. EOL is an extensive, complex and ambitious programme with a wide outreach to a diverse range of stakeholders. Our new colleague should consider it a meaningful challenge to be responsive to individual grantees while at the same time maintaining consistent and systematic approaches to ensure fair and transparent assessments and decision-making processes.
Regular travel outside of Denmark will be required. The post requires that an EU work permit is in place.
Job purpose
Under the general leadership of the Global Programme Manager, the candidate will be responsible for coordinating programme implementation in close collaboration with GMU and RMU colleagues. This also includes supporting strategic planning processes and sharing of key information and lessons across EOL units.

Location is Copenhagen, Denmark. Our package is based on the Danish public sector salary system and dependent on experience. The contract duration corresponds to the project period which currently ends by December 2024. This is a full-time role equivalent to 37 hrs / week.
The candidate will work closely with other GMU team members and will be reporting to the Global Programme Manager.

- strengthen civil society roles in promoting the transparency and accountability of national education sector policy and implementation and

- supporting RMUs in consistently handling grantee support
- strengthen systems for managing a portfolio of grantees in 60+ different countries, including managing select parts of the EOL portfolio
- preparing and overseeing grantee reporting and learning efforts in selected areas to support individual and joint grantee learning as well as documenting learning outcomes at portfolio level
- analyse education advocacy agendas based on civil society initiatives and experience and provide support to RMUs and selected grantees in this field

Skills, experience and knowledge

Essential
- Advanced degree or significant experience in a relevant field (international development, education policy, etc.) with 8-10 years of post-graduate experience
- Experience in projects / grants management supporting programmes of comparable complexity, preferably in the development sector
- Strong verbal and written communications skills
- Proven ability to analyse and synthesise complex issues
- Very strong interpersonal skills, excellent stakeholder management
- Experience of working with civil society
- Demonstrated ability, tact, and sensitivity in working across institutional boundaries, business units, and teams in an effective and productive way
- Strong English skills, written and spoken
Desirable
- experience working with adaptive management approaches
- other languages advantageous (in particular French / Spanish)
