Are you an experienced humanitarian aid generalist who thrives working in a team to support field operations? DRC is looking for a Programme and Operations Coordinator to join the Middle East team at our head office in Copenhagen. You will support a portfolio of DRC’s country offices in the Middle East to implement DRC’s strategic country plans, manage risks, and mobilize and coordinate relevant stakeholders across DRC to solve problems and facilitate well-functioning and compliant operations in the region. This will require a person with maturity and flexibility, who is capable of developing good working relations with managers in the field and at headquarters, as well as specialists from different disciplines, while facilitating dialogue and solutions to achieve concrete results.

Who are we?

DRC – The Danish Refugee Council – is a leading, international humanitarian displacement organisation, supporting refugees and internally displaced persons during displacement, in exile, upon return, or when settling and integrating in a new place. We provide protection and life-saving humanitarian assistance. We support displaced persons in becoming self-reliant and included into hosting societies - and we work with communities, civil society and responsible authorities to promote protection of rights and peaceful coexistence. Founded in Denmark in 1956, 9,000 staff, 7,500 volunteers.

The Middle East region continues to deal with multiple and complex humanitarian crises and displacement. Eight years on, the conflict in Syria is far from over with 5.6 million people forced to flee to neighboring countries and 6.2 million internally displaced. Iraq continues to face immense challenges with approximately 6.7 million people, constituting nearly 18 per cent of the population, in need of humanitarian assistance. Today, the people of Yemen face dire living conditions, disease and displacement with an acute lack of access to basic services, food and water.

Across the region, DRC is rapidly expanding programming in order to effectively assist and protect people displaced and affected by conflict. The DRC Middle East’s regional response to the current conflicts and displacements in Syria, Jordan, Turkey, Lebanon, Iraq and Yemen focuses on the continuous engagement in the region with a focus on protection and durable solutions with particular attention on voluntary and sustainable returns. DRC Middle East has set out its vision as “Safe and dignified life for displaced and conflict affected populations”.

About the job

The position is located in the Division for Operations – Middle East, Asia and Europe, situated in our International Department in Copenhagen. You will be part of a team of three persons supporting DRC’s operations in the Middle East Region.

Your primary role is to ensure that risks and related issues are being managed and minimized by the Country Offices (CO) in the Middle East and Regional Office (RO) in compliance with DRC’s policies and procedures. Through regular collaboration with field-based managers, you help to translate and contextualize DRC’s policies and procedures, while helping to feed policy and procedural gaps back to the relevant colleagues at headquarters to ensure follow up. Futhermore, you are responsible for promoting and helping Cos and Ros ensuring that proposals and reports to donors are characterised by timeliness, compliance and high quality.

With your seniority and maturity, you are able to provide expert advice and support to the COs/ROs enabling them to ensure overall operational quality and compliance.

You also play a key role in maintaining a strong relationship with donors and partners by ensuring the quality of reports and proposals submitted to donors by headquarters.

About you

To be successful in this role we expect you to have a strong capacity to manage stakeholder relations and be capable of influencing key partners up, down and sideways in the organization. In the fluid and fast-paced environment in which DRC works, we expect you to thrive in situations of task ambiguity; to spot the opportunities and the risks, and to navigate towards solutions in situations that are often unclear. You are expected to support DRC’s policies and procedures, while continuously raising the bar to ensure we never become complacent.

Moreover, we are looking for someone who meets the following criteria:

  • A minimum of 7 years of diverse experience within the sector, preferably working in different disciplines within organizations (e.g. programme and finance, grants management and policy, etc.)
  • At least 2 years of experience working in humanitarian/development operations in a humanitarian operations context (either as a national staff or as an expatriate), preferably in the Middle East.
  • Sound understanding of how the humanitarian system is organized, current developments in the system and the role, opportunities and risks of international NGOs, like DRC, within the system.
  • Demonstrable experience working effectively across “silos” in organizations.
  • Ability to travel on missions to Middle East and potentially other regions as required.
  • Excellent communication skills. Proficient in written and oral English.
  • Experience working with donors to negotiate proposals and contracts is desirable.
  • Relevant academic background.

We offer

Contract length: Permanent contract

Work place: DRC HQ, Borgergade 10, 1300 Copenhagen K, Denmark

Start date: January 1st 2020

Salary and conditions will be in accordance with the agreement between DRC and AC union. This is a national position in Denmark for which local terms and conditions apply.
