About ICARS
The International Centre for Antimicrobial Resistance Solutions (ICARS) is a new organization with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs). Working in partnership with LMICs, ICARS uses intervention and implementation research to support the countries in implementing their AMR National Action Plans. ICARS’ Monitoring, Evaluation and Learning (MEL) team is involved in project development, implementation, and evaluation, supports project management, extracts learnings across projects, and facilitates internal managerial processes.

About the position
As a MEL Advisor at ICARS, you will play a key role, in steering MEL processes in connection with implementation across a diverse range of projects, particularly in LMICs. In addition, you will be managing a large grant for the Wellcome Trust, which focuses on interventions to improve antibiotic stewardship in Africa. Your expertise in data analysis, project monitoring and evaluation and project management will be fundamental both in managing the Wellcome Trust grant but also in driving our efforts towards innovative solutions on tracking our impact against antimicrobial resistance. Collaborating with international partners, you will lend your MEL expertise to shape our project strategies, ensuring our initiatives are impactful and sustainable.
Your role will include:
As a MEL advisor at ICARS, a part of your role may involve some international travel to partner LMICs. This travel is essential for fostering, developing, and maintaining contacts. ICARS adheres to the travel advice of the Danish Ministry of Foreign Affairs and operates in various countries, some of which require specific measures to ensure safety and security. Candidates should consider their readiness to travel under these circumstances and their ability to adapt to different environments.
Your background and experience
As a MEL advisor, you bring experience and understanding of the field. You possess an advanced degree in Social Sciences, Economics, International Development/Relations, or a related field, coupled with at least 5 years professional experience in project management and Monitoring, Evaluation, and Learning (MEL) as well as experience with donor-funded projects. Your expertise in MEL has probably been sharpened through roles in international organizations or NGOs, where you have demonstrated your ability to perform in this area.

We are currently based at Statens Serum Institute (SSI) in Copenhagen, Denmark.
Terms of employment
Salary and appointment terms will be based on the collective agreement between the Danish Ministry of Taxation and relevant agreements, depending on the candidate’s educational background. Depending on the candidate’s academic qualifications and experience we expect the positions to be classified at the level of “chef consultant”.
This is a permanent position based in Copenhagen, Denmark.

About the position
As a MEL Advisor at ICARS, you will play a key role, in steering MEL processes in connection with implementation across a diverse range of projects, particularly in LMICs. Your expertise in data analysis, project monitoring and evaluation and project management will be fundamental both in managing the Wellcome Trust grant but also in driving our efforts towards innovative solutions on tracking our impact against antimicrobial resistance. Collaborating with international partners, you will lend your MEL expertise to shape our project strategies, ensuring our initiatives are impactful and sustainable.
Your role will include:
- Managing all aspects of a 5-year Wellcome Trust grant, this includes but is not limited to:
- Coordinating the implementation of all deliverables and corresponding activities that span three tracks: Improving the ICARS model to support LMIC NAPs; Establishing a presence in Africa; and Harnessing partnerships for global sustainable impact. This will involve the coordination of multiple activities across science, partnerships and operations and input from different experts across these areas at the same time.
- Managing all quarterly reporting to the Research Steering Group,
- Coordinating the support and input from ReAct Africa as well as any commissioned pieces of work,
- Managing the quarterly reporting process of ReAct Africa,
- Leading on establishing a framework for sustainable impact of AMR solutions with the support of the science team and colleagues in the MEL team. This will include an upcoming trip to the RAN conference in Zambia where you will conduct a workshop on sustainable impact for African project teams.
- Maintaining accurate and comprehensive records of all grant-related activities and communications.
- Serving as the primary point of contact with the Wellcome Trust for all grant-related matters.
- Monitoring expenditures with the finance team to ensure they align with the approved budget and making adjustments as necessary.
- Contributing to the strengthening of the setup for an expanding portfolio of projects in LMICs, directly contributing to local and global health improvements. This will entail the management of quarterly and bi-annual project reporting for some of the African projects.
- Contributing to the co-development of projects with regards to their theory of change and logframe development.
- Leading on data entry, collection, and analysis processes, leveraging your skills to collect results to inform decision-making, project adaptations and project learning.
- Developing our monitoring framework to align with the latest in MEL best practices.
- Contributing to designing and implementing a robust ICARS evaluation framework for both organizational and project evaluation.
- Regularly updating project overviews with our project management software (Clickup) to provide critical insights for internal and external stakeholders.
- Developing and refining MEL resources, enhancing our team's capabilities and efficiency.
- Tackling ad hoc tasks, offering opportunities for diverse experiences and professional growth.

- Demonstrated experience in project management, grant management and in particular experience in monitoring and evaluation of donor-funded projects.
- Experience in and a deep understanding of the development of a Theory of Change, and results frameworks such as Logical Frameworks (logframes).
- Knowledge of research methodologies and practices, enabling you to play a significant role in the design, implementation, and evaluation of ICARS supported projects.
- Experience with project management software, enhancing your efficiency and effectiveness in overseeing complex projects. Knowledge of Clickup will be an advantage.
- A meticulous approach to your work, underpinned by strong attention to detail and strong organizational capabilities.
- Proven ability to work autonomously, leading projects and initiatives, while also thriving in collaborative, multicultural team environments.
- A track record of successful engagement with various stakeholders, including teams from LMICs
- Skilled in managing datasets and utilizing data analysis tools, such as SPSS or Excel is an advantage.
Personal qualifications:
- Strong organizational skills for maintaining accurate and comprehensive records of all grant-related activities and communications.
- Evidence of ability to multi-task, meet tight deadlines and manage a fluctuating and at times heavy workload.
- Effective time management.
- Excellent English writing skills and strong verbal communication skills to effectively present information.
- Ability to build and maintain relationships with internal teams, the funder, and other stakeholders.
- Fluency in English (English is our working language)
- Responsible, detailed oriented and solution-focused
- Ability to work collaboratively with colleagues across various departments to achieve common goals.
