Are you a skilled Programme Manager or Project Coordinator with experience in international cooperation and project management? Can you take on both strategic and administrative tasks and deliver on both accuracy and persistence? Do you hold strong planning and coordinating skills? Then you might be one of our new colleagues. We are currently looking for two new staff members: an experienced Programme Manager for a 3-year contract and Project Coordinator for a maternity cover (8-9 months).

About ICARS
The International Centre for Antimicrobial Resistance Solutions (ICARS), was established by the Danish government in 2018 with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) across the human, veterinary and environment sectors taking a One Health approach. Working in partnership with LMICs, ICARS use Intervention and Implementation Research to support LMICs in implementing their National Action Plans on AMR.

About the positions
ICARS is a new and developing institution, and we are looking for candidates who are willing to take on various tasks that will develop and expectedly change over time in relation to building our new institution and developing our collaboration with LMICs.

Programme Manager (3-year contract)
As our new Programme Manager, you will be involved in a wide range of areas to assist our Director of Operations in the work to build and operate the new institution. We expect you to take lead on tasks concerning ICARS compliance with relevant legal and internal guidelines, including a robust safeguarding environment, HR-related issues and issues in relation to data protection, and to engage in tasks concerning outreach to potential donors. Performing these tasks, you will be expected to be proactive and work independently, while of course also working closely with other members of the team.

Your tasks will primarily be to:

  • support the operation of ICARS as an organisation with effective administrative and legally compliant procedures – both externally when collaborating with countries, organisations and funders as well as internally among ICARS’ staff
  • act as Safeguarding Officer, i.e. oversee and monitor the implementation of the ICARS Code of Ethics & Professional Conduct and its complementary policies and be the first point of contact for all staff, consultants and partners to go to for advice or concern related to any safeguarding issues, including managing the ICARS whistleblowing system</li
  • be the point of contact between ICARS and the HR department of the Danish Ministry of Health which is servicing ICARS on all HR related matters
  • plan and support outreach to potential funding partners, e.g. countries both in the global south and the global north as well as private foundations
  • assist in servicing ICARS’ Board of Directors
  • write policy briefs and meeting material and support the overall functioning of the office.

Project Coordinator (maternity cover 8-9 months)
As our new Project Coordinator, your primary role will be to assist the Scientific Director and our entire Scientific Team in relation to developing and managing a portfolio of projects testing solutions to mitigate AMR in low- and middle-income countries.

Your tasks will primarily be to:

  • assist our Scientific Team in developing and implementing project plans and schedules
  • maintain and monitor project plans, project schedules and budgets
  • coordinate reporting and progress reports
  • document and follow up on actions and decisions from meetings
  • ensure that projects adhere to guidelines, policies and frameworks and that all documentation is maintained appropriately for each project
  • liaising with our wider ICARS team across partnerships and operations to support project monitoring and reporting across the organisation.

Your education, experience and personal qualifications
The ideal candidates for both positions hold a relevant academic degree at masters level (for instance in political or social science, public administration or law) and has experience from:

  • working in governmental or international organisations (IGOs or NGOs)
  • international collaboration, preferably from collaboration with LMICs and possibly from organisations working with international research projects and/or with development aid
  • preparing meeting material and policy briefs for seniority levels
  • organising meetings and events
  • project management (formal project management training would be an asset)
  • policy implementation
  • coordinating processes both internally and externally.

For the Programme Manager it will be seen as an advantage if you have experience from similar roles (compliance and safeguarding officer role and/or outreach to donors).

For the maternity cover, recent graduates and candidates with a bachelors degree with demonstrated high level of qualifications may also be considered.

  • highly analytical and with strong attention to detail

Terms of employment
You will be employed in accordance with the collective agreement between the Danish Ministry of Finance and the Danish Federation of Professional Associations (AC) (overenskomst for akademikere i staten). Salary and appointment terms will depend on your educational background and level of experience.

We are based at Statens Serum Institut in Copenhagen, Denmark.

The Programme Manager position is a three-year full time position with the possibility of extension.

The Project Coordinator is an 8-9 months maternity cover, depending on the start date, with the possibility of extension.

Both positions are available as soon as possible.
